If a non government employer does not pay its employees within the guidelines of the applicable labor laws, that employer is subject to penalties as prescribed by law.

When the state of Hawaii does not pay its House Assistants on time, a bunch of legislators jump up and down, shout, and point fingers at each other. Is the state not subjected to the labor law guidelines?
