Recovery.gov Consolidates Hawaii's 4 Phantom Congressional Districts Under New Category: 'Unassigned Congressional District'

The federal Office of Management and Budget told state officials in a letter Wednesday that it removed the four Hawaii “phantom” congressional districts listed on the federal government’s transparency web site for stimulus funds, https://www.Recovery.gov/

But in reality, the agency consolidated the phantom districts under one heading: “Unassigned Congressional District” and left the $45,639,408 of stimulus funds assigned to those non-existent districts intact. Federal officials still have not said why these errors occurred or what programs, contracts or services the money allocated to those districts is supposed to cover.
